I took this to Antiques Roadshow when they came through El Paso back in 2011. I was told by the appraiser that these poker sets were very popular in hotel sitting rooms to provide the guest a welcoming game of cards. They were found throughout the finer hotels of Europe even before WW1. He also said the chips are clay, as was standard during that period of time.
